Summary Analyzes blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for products, projects, or services by performing the following duties.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Contact prospective clients by phone or in person as deemed necessary
Meet weekly with Chief Estimator to review upcoming bid list
Designate weekly to construction secretary projects to order
Confirm with Construction Secretary that MBE solicitation efforts are being conducted and properly documented
Determine method for delivery of bids for upcoming week
Maintain current file for area permits, taps, and inspection fees
Conduct pre-take off review with Chief Estimator, other estimators and department manager as deemed necessary
Prepare total HVAC estimate using SPC standards/procedures
Review with legal officer and/or controller pre-assigned general conditions for each project
Conduct pre-bid review with Chief Estimator, other estimators and department head at least one day prior to bid
Maintain telephone log of all conversations with engineers, vendors, owners during take-off and bidding process
Complete bid, including front sheet, for management’s final review
Work with Construction Secretary to ensure all bid documents are prepared correctly
Confirm by mail to engineers, vendors, owners documentation of any conversations regarding conflicts involved during bidding process
Follow up quotes and attempt to close sales
Purchase and/or assist with purchasing major equipment to meet plans and specifications for HVAC projects
Ensure that post award information is completed in a timely manner (i.e., job set-up, estimator notes, pipe rough-in list, MBE documentation, etc…)
Complete packet as outlined in policy manual for turnover meeting
Attend and assist with turnover meeting, including original marked plans/specs and all estimator’s notes, telephone notes and clarifications
Assist with organization and maintenance of centralized cost estimating database.
Analyze completed projects to compare estimated costs to actual costs and determine the reason for any discrepancies.
Provide improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs.
Identify cost trends to assist management in cost reduction and process improvement efforts.
This job has no supervisory responsibilities.

Education and/or Experience
Associate's degree (A. A.) or equivalent from two-year college or technical school; or six months to one year related experience and/or training; or equivalent combination of education and experience.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
